Andorra signs EU association agreement; residence changes await ratification
The 19 October signature opened the ratification stage. Andorra says signature alone does not bring the agreement into force or provisional application.
Andorra’s government announced on 19 October 2026 that Andorra, San Marino and the European Union had signed their association agreement, opening the ratification stage. The government expressly states that signature alone does not bring the agreement into force or provisional application in Andorra.[1][2]
The government’s explanation describes a future framework for EU nationals’ residence quotas, renewals and family reunification, including permanent residence after five years. Signature alone does not make these provisions a current application entitlement. The agreement does not change Andorran nationality law, and Andorra retains control over non-EU immigration policy.[3]
The stated sequence is European Parliament consent, an Andorran referendum and, following a favourable result, approval by a two-thirds majority in the General Council. The European Commission likewise makes provisional application conditional on the respective ratification procedures.[1][2]
