Armenia approves residence-reform implementation plan and preserves transitional protections

The 15 October decision schedules implementing rules and 2027 quotas; it does not establish that every implementing measure has been adopted.

Armenia · Implementation plan approved; individual implementing measures require separate verification

Prime Minister’s Decision 1024-A, adopted on 15 October and effective on 16 October, approves implementation tasks for Armenia’s residence and state-duty reforms. These include residence procedures, platform specifications and 2027 quotas. The task list does not prove that every implementing rule has been adopted. Its first public-posting date has not been established.[1]

Law HO-11-N, adopted on 20 January, generally took effect on 1 November. Earlier residence applications retain the old-law process, while existing special-residence holders retain associated rights and duties until expiry. Certain work-visa provisions depend on implementation of a new electronic visa system. Actual platform operation was not verified.[2]
