Azerbaijan publishes agropark migration draft covering work-permit exemptions and temporary residence

The proposal covers agropark residents and specified experienced specialists; its proposed dates do not establish commencement.

Azerbaijan · Parliamentary draft; passage not verified

A draft displayed in the Milli Majlis first-reading section, on a page dated 3 November, would add an agropark category to work-permit exemptions and the corresponding grounds for temporary residence. The page date does not establish that Parliament passed the bill that day.[1][2]

The proposed category covers agropark residents, limited to heads and deputy heads where the resident is a legal entity, and agronomists, horticultural specialists and veterinarians engaged by that resident who have relevant experience. The draft specifies a period from 1 January 2027 to 1 January 2032.[1]

These are proposed work-permit exemptions and grounds for temporary residence, rather than automatic permanent residence or citizenship. The parliamentary page remains labelled as a draft; implementation depends on the formally adopted and published text.[1][2]
