Dominica’s Prime Minister’s Office issued a statement on 28 October 2026 about EU talks on the future of citizenship by investment, with further communication planned by 12 November.[1]
According to the statement, the EU has indicated that Dominica and other OECS states operating such programmes must transition away from them by June 2028 to retain Schengen visa-free access. Dominica and its regional partners are discussing fiscal and economic effects, realistic timeframes and transitional support. This describes the EU position as reported by Dominica’s government.[1]
Work towards establishing the Eastern Caribbean Citizenship by Investment Regulatory Authority also continues. The statement is not a programme-closure decision and gives no application cutoff, treatment of existing applications or new fee schedule. It does not establish closure or guarantee unchanged future conditions.[1]
