Estonia admits dual-citizenship bill for citizens by birth
Bill 1059 SE proposes retention and restoration routes; it remains in the legislative process.
The Riigikogu announced on 15 October that it had admitted Bill 1059 SE, initiated a day earlier by the Reform Party and Estonia 200 parliamentary groups. It would let Estonian citizens by birth retain their citizenship alongside nationality of specified other countries.[1][2]
It would also provide a restoration route for citizens by birth who previously lost or renounced Estonian citizenship, provided their other nationality is within the permitted group. The official record still shows admission to proceedings, with the Constitutional Committee leading. The proposal is not an effective new entitlement.[1][2]
