Estonia proposes 2,569 shortage-sector work residence permits for 2027
Drafts circulated on 30 October also propose a separate general immigration quota of 1,284.
Estonia’s Interior Ministry announced on 30 October that three implementing drafts had been circulated for coordination. They cover shortage sectors, the maximum number of related temporary work residence permits for 2027, and the general immigration quota. They would implement Aliens Act changes due on 1 January 2027.[1]
The proposed shortage-sector cap is 2,569 permits across 12 partly grouped fields, including specified manufacturing sectors, transport and storage. The separate general immigration quota proposed is 1,284, compared with 1,292 in 2026. These are proposed ceilings for different categories, not guaranteed approvals. The announcement does not establish final adoption or an open application window.[1]
