Finland sets out citizenship-test preparations for spring 2027

The 9 October announcement identifies 7 test locations and plans for study materials and registration guidance.

Finland · Citizenship-test preparations announced

The Finnish Immigration Service announced on 9 October that citizenship tests would begin in spring 2027 in the capital region, Tampere, Turku, Oulu, Vaasa, Kuopio and Rovaniemi. Initial dates, study materials and registration guidance are due by the turn of the year.[1]

Act 552/2026, signed on 16 June and published on 23 June, takes effect on 1 January 2027. Following a 2-month transition, the civic-knowledge requirement generally applies to citizenship applications submitted from 1 March by people aged 18–64. It can be met through the test or a Finnish- or Swedish-language matriculation examination or higher education degree completed in Finland. Section 17b also permits exemptions where health or disability causes a long-term obstacle to meeting the requirement, or for other particularly weighty reasons.[1][2]

The University of Helsinki has been selected to prepare materials and multiple-choice questions covering law, rights, equality, history and culture. The announcement does not open registration or set individual test dates.[1]
