Japan publishes permanent-residence consultation outcome and assessment clarifications
The agency confirms the 1 October revision, with Japanese-language assessment methods to be announced before implementation.
Japan’s Immigration Services Agency published its permanent-residence consultation outcome on 1 October, recording 5,180 submissions and confirming the guideline revision that day. The agency describes the guidance as explaining discretionary assessment, rather than changing the statutory requirements in Article 22(2).[1][2]
Its response says specific income thresholds are not planned for publication. Japanese-language assessment methods and recognised tests are to be considered and announced before implementation in April 2027. Claims of a universal published income amount or a single mandatory test should therefore not be assumed.[2]
