Japan publishes outcome of permanent-resident revocation guidance consultation
The 1 October adoption concerns retention of existing permanent resident status, separately from guidance on obtaining permanent residence.
Japan’s Immigration Services Agency published the consultation outcome and confirmed adoption of its permanent-resident status revocation guidelines on 1 October. Case 315000141 records 2,850 submissions and no changes to the draft in response to comments. It is separate from the consultation on obtaining permanent residence.[1][2]
The official responses explain grounds added in 2024, covering immigration-duty breaches, deliberate non-payment of public dues and custodial sentences for specified offences. An inadvertent failure to carry or renew a residence card on 1 occasion is not, alone, intended to trigger revocation. Arrears are assessed through their amount, duration, frequency and other circumstances, without a uniform numerical threshold.[3]
Meeting a ground does not automatically require departure. The agency distinguishes serious cases unsuitable for continued residence from cases allowing another status, considering the resident’s and family’s ties to Japan. Events after PR approval but before commencement may also be considered, together with later circumstances, rather than prompting immediate revocation solely on an isolated pre-commencement event.[3]
The verified event is adoption and publication of the consultation outcome. These materials do not establish the regime’s commencement date, and 1 October should not be presented as that date.[1][2][3]
