Latvia advances a permanent-residence bill for Ukrainian civilians
The 22 October first reading concerns counting temporary-protection residence; it does not open a new route.
On 22 October 2026, Latvia’s Saeima approved Bill 1571/Lp14 at first reading by 68 votes, with none against or abstaining. It proposes a national permanent-residence route for Ukrainian civilians.[1]
The committee told parliament that residence under temporary-protection documents would count towards the qualifying period. The proposal includes financial-support requirements and an official Ukrainian certificate concerning exemption from mobilisation into active service. The committee said the financial-means exception and fiscal effects required further work.[1]
This is a legislative stage, not an effective entitlement or an application opening. The sitting set 30 October as the deadline for second-reading amendments.[1]
