Mauritius’s October guidance sets out Golden Visa route to 20-year residence

Golden Visa holders must complete qualifying business investment of at least US$1 million within 12 months and obtain EDB certification. Specified residential property purchases do not count.

Mauritius · Permanent-residence guidance available

Mauritius’s Home Affairs permanent-residence guidelines dated 1 October 2026 include qualifying Golden Visa holders in the 20-year permit category. Act 13 of 2026 added this category to the Economic Development Board Act’s permanent-residence criteria. This report concerns the October application guidance, not a newly announced November opening.[1][2][3]

Applicants must invest at least US$1 million, or its equivalent in another freely convertible currency, in business activities within 12 months of Golden Visa issuance. Residential property acquired under EDB property schemes is excluded. The guidelines require EDB certification of the investment and in-person submission by the main applicant.[1][2]

Meeting the investment threshold does not automatically grant residence. Documentation, background and other conditions apply, and holders must continue to satisfy the relevant criteria and approval conditions. The guidelines are expressly non-binding. This is a permanent-residence application route, not citizenship by investment.[1]
