New Zealand changes character-check procedure for partnership residence from 16 November
The 16 October circular provides for deferral where a supporting partner has specified unresolved criminal matters.
Immigration New Zealand’s Amendment Circular 2026-30, issued on 16 October, changes partnership residence processing from 16 November 2026. Applications will usually be deferred for up to six months where the supporting partner faces specified unresolved matters involving family violence or sexual offences that would affect their eligibility if convicted.[1]
These include an outstanding arrest warrant, a charge, investigation or questioning. Deferral is not a refusal or finding of guilt. Applicants must receive written notice; normal processing resumes when the impediment is removed, and further deferrals need the prescribed approval. Deferral itself does not grant a temporary visa.[1]
