Norway extends consultation on work-based residence for people displaced from Ukraine

Comments are now due on 5 November; the proposed route is not open for residence applications.

Norway · Consultation extended; applications not open

Norway’s Ministry of Labour and Social Inclusion has extended consultation 26/2992 from 30 October to 5 November 2026. The original consultation and paper are dated 17 September; the website does not give a separate publication date for the extension.[1][3]

The proposal concerns people displaced from Ukraine who were granted Norwegian temporary collective protection before 17 September 2026, are employed and meet the employment-income requirement over the preceding 12 months. Qualifying accompanying close relatives must also hold temporary collective protection. The new permission would count towards permanent residence; the government’s proposed launch is summer 2027.[1][2][3]

This remains a consultation proposal, not an open residence-application route. The paper states that legislative changes are needed and that a grant under the proposed scheme would end the holder’s collective protection and associated rights. The consultation deadline is not an application deadline.[1][3]
