South Korea plans simpler E-7-4 renewals and clearer settlement pathways
The 22 October announcement proposes fewer documents and incentives for long service. It does not establish that every measure is already operational.
On 22 October 2026, South Korea’s Ministry of Justice announced E-7-4 skilled-worker reforms. It plans to reduce renewal documents from at least 12 types to no more than seven and pilot an online employment-visa eligibility and document guide.[1][2]
The package envisages more conversion points for long service with one employer and a shorter residence period for a later move to F-2 status. Further notices would clarify the progression from E-9 or E-10 through E-7-4 and F-2 to F-5 permanent residence.[2]
The release does not specify final qualifying periods or commencement dates for every measure. It therefore does not establish an already available shortcut to permanent residence. The proposed online guide is advisory; individual applications remain subject to the competent authorities’ decisions.[2]
