Sweden’s Shanghai consulate announced on 18 September 2026 that it would handle residence-case interviews, biometrics and permit issuance until 30 October, before transferring those services to the Beijing embassy. Its current contact page gives 1 November as the transfer date.[1][3]

The Migration Agency’s 22 September notice also directs interviews, investigations and other migration-case work for people in China to Beijing from 1 November, along with relevant documents. It expects the overall consolidation to be complete by 1 January 2027. These notices change where cases are handled; they do not announce different residence or citizenship eligibility rules.[2]
