Swiss committee holds hearings on EU free-movement package
The 23 October notice records parliamentary scrutiny, not implementation of new residence rights.
Switzerland’s National Council Political Institutions Committee said on 23 October 2026 that it had begun hearings on its assigned parts of Swiss–EU package 26.023, including free-movement protocols and related amendments to the Foreign Nationals and Integration Act.[1]
It heard cantonal migration authorities, industry and union representatives, and experts. It also asked the federal administration to examine an immigration levy and permanent residence rights for EU citizens. Further work is planned for 12–13 November. This is a legislative-review stage, not confirmation that those residence arrangements are in force.[1]
