Türkiye revises foreign-exchange procedures for citizenship investments
The 1 October central-bank instruction specifies the applicable rate and bank reporting requirements.
Türkiye’s central-bank instruction dated 1 October 2026 specifies the 11am foreign-exchange buying rate on the conversion date for covered citizenship-investment transactions. Banks must report by 4pm on full working days or 12.30pm on half-days and credit collected foreign currency to the central bank’s accounts at those banks that day. Separate transfers to the central bank’s correspondent have one-day value.[1]
These are foreign-exchange procedures, not a reduction in investment thresholds or a citizenship approval. The instruction retains the ban on withdrawing or cancelling a transaction after the central bank completes its purchase. Relevant deposit, government-debt and pension investments remain subject to their three-year lira holding requirements.[1]
The text marks the relevant amendments as 1 October. Earlier provisions on eligible currencies and holding periods are not presented as newly introduced.[1]
