Uruguay publishes bill to recognise legal citizens as Uruguayan nationals
The 14 October text specifies when nationality would arise and proposes arrangements for minors.
Following its 9 October announcement, Uruguay’s Presidency published the full nationality interpretation bill and the executive’s transmission letter to Parliament on 14 October 2026. The proposal would recognise both natural and naturalised citizens as Uruguayan nationals, addressing difficulties with passports and other official documents.[1][2][3]
Article 1 would recognise nationality from birth for natural citizens and from the grant of a citizenship certificate for legal citizens. Article 2 would allow under-18s to obtain certificates through legal representatives, with citizenship suspended under the cited constitutional provision until adulthood, when personal ratification would be required.[3]
These are proposed provisions in a published bill. Parliamentary passage, promulgation and commencement have not been established in this review; the publication does not demonstrate that nationality or passport rules have changed.[2][3]
