Can you keep using a foreign driving licence after moving to Malta?

The rules depend on where your licence was issued. Planning a move means checking both your right to drive now and how you will qualify for a Maltese licence.

A move to Malta does not give every foreign driving licence indefinite local validity. A valid EU licence is recognised, while a licence issued outside Malta and the EU may be used for no more than 12 months from the holder’s last entry into Malta.[1] Permanent residence status does not itself extend that period.

Check whether your existing licence can still be used

The stated starting point is entry into Malta, rather than the date a residence application was approved or a residence card was issued. Drivers with repeated entries, a history of local residence or unusual vehicle categories should ask Transport Malta how the rule applies to their records, rather than assume a trip abroad restarts their entitlement.[2]

An international driving permit is also distinct from a driving licence. Transport Malta’s exchange procedure concerns the licence issued by the original authority.[2] Vehicle insurance and any rental conditions require separate attention.

Exchange depends on the issuing jurisdiction and residence

The published exchange list covers EU states, Norway, Iceland, Liechtenstein, Switzerland, Australia, the UAE and the UK. Applicants must also have lived in Malta for at least 185 days in the 12 months before applying. Exchange of a UAE licence is restricted to Maltese or UAE citizens.[2]

Mainland China is not on that list. A mainland Chinese licence therefore does not become directly exchangeable simply because its holder obtains Maltese permanent residence. The relevant questions concern the actual licence and its conditions, rather than nationality alone.

Residence needs supporting evidence

Where the residence card was issued later, Transport Malta identifies possible evidence such as tax or employment records and property or rental documents signed by a lawyer or notary. These remain subject to assessment.[2] A lease should not be treated as an automatic finding that the applicant lived locally for 185 days.

Keeping the licence, residence documents and actual residence history together helps distinguish permission to live in Malta from time already spent living there.

Allow time for the local licensing process

If direct exchange is unavailable, the published local process involves an instructor, a learner permit, a theory test and a practical test. Holders of third-country licences must also complete the relevant declaration.[3] Driving experience abroad does not, by itself, replace those requirements.

Families who will need the local test route can investigate lessons and appointments while their existing licence is still lawfully usable. Submitting a licence application is not itself permission to continue driving.
