St. Kitts passport upgrades: planning biometric enrolment

Who needs to enrol, and by when?

The programme began on 14 April 2026. Existing citizens by investment, including dependants and children under age-appropriate standards, must enrol by 31 July 2027. Enrolment is also mandatory for new citizenship applications submitted from 14 April 2026; those applicants can book after approval in principle.[1]

The change concerns travel documents and does not remove an existing citizenship. The transition period for relevant passports issued before launch ends on 31 July 2027.[1] It does not extend the expiry date printed in a passport or displace the entry requirements of a destination.

An appointment is one stage of the process

Existing citizens must appoint an authorised agent, who provides a personal registration link and agent code. Registration, booking and payment take place through the government platform. The agent must then confirm the appointment.[1][2]

A family should keep a separate record for each member. A paid booking still needs its confirmation, while a parent’s completed enrolment does not complete a child’s requirements. Available centres and appointments should be checked on the official platform before travel is arranged.

Digital submission still requires original identity documents

The CIU’s September update integrates enrolment with passport processing from 1 September 2026. Notarised supporting documents are submitted digitally through the government portal, and separate physical submissions are generally no longer required. The enrolment photograph is used for the passport.[3]

That change should be read alongside the appointment instructions. These still call for the original valid passport, the registration certificate if issued or relevant file documentation, and the appointment notice. Name-change, marriage and guardianship records may also be needed.[1][2] Checking these against the confirmation notice avoids mistaking digital submission for permission to attend without originals.

Allow for costs beyond the government fee

Standard government charges cover enrolment and the passport upgrade: US$2,500 for the main applicant aged 16 or above, US$2,000 for a second adult and US$1,300 for each child under 16. A 10% reduction applies to new bookings both made and completed between 20 July and 31 December 2026. It is not retrospective; standard fees resume on 1 January 2027.[1]

For two adults and two children under 16, those rates total US$7,100, or US$6,390 if every enrolment qualifies for the reduction. This calculation by Conatus Mobility excludes professional services, delivery, travel and other applicable charges. The September announcement expressly excludes delivery and agent fees from the government application payment.[3]

Enrolment centres do not issue the finished passport

Production and dispatch remain centralised at the Passport Office in St. Kitts. Passports cannot be collected at other centres in the biometric network, including embassies and high commissions. The September announcement gives an initial production estimate of four to six weeks, measured from the later of 1 September 2026 or completion of enrolment.[3]

This is an initial production estimate, not a guaranteed delivery date that includes outstanding documents and international shipping. For travel planning, work back from when the usable passport is expected to arrive. Keep booking confirmation, enrolment completion and passport delivery as separate milestones, with time allowed between them.
