Estonia’s citizenship bill completes second reading; children’s provisions remain pending
Bill 932 SE has been sent to third reading, not verified as enacted or effective.
The Riigikogu reported on 28 October that government Bill 932 SE had completed its second reading. At verification, the official record said it had been sent to third reading, not that it had passed. The bill was initiated on 1 June.[1][2]
It would allow certain stateless children born in Estonia to acquire citizenship by naturalisation. At least one stateless parent must have lived lawfully in Estonia for 5 years before the birth, while the other stateless parent must also live there under a residence permit.[1][2]
The proposal also addresses applicants’ genuine connection and requirements for residing permanently in Estonia, and clarification of citizenship deprivation or loss. These remain proposed changes, not a new application entitlement already in force.[1][2]
