Mali’s transition legislature ratifies nationality-deprivation amendment
The 22 October ratification concerns revised grounds for loss of nationality. The official text excludes deprivation that would make Malians by origin or naturalised citizens stateless.
Mali’s National Transition Council ratified Ordinance 2026-021/PT-RM on 22 October 2026. Signed on 13 August and published in the Official Gazette on 21 August, it amends Article 253 of the Code of Persons and the Family. The Council’s 23 October plenary report records unanimous approval by 119 votes.[1][2][3]
The ordinance specifies separate deprivation grounds for Malians by origin and naturalised citizens. These include terrorism, joining secessionist organisations and certain activities serving hostile foreign states or organisations. Both sets expressly exclude deprivation that would leave the person stateless.[2]
The verified development is legislative ratification. The official adopted-laws register reviewed did not provide a promulgated ratifying law. Neither 22 October nor the date of this report should therefore be presented as a newly verified commencement date.[3]
