Changing Your Name After Saint Lucian Citizenship: The 5-Year Rule and Passport Formalities

The 2025 Act sets a name-change restriction and exceptions; the 2026 regulations specify related due-diligence fees. How do these connect with a passport application?

Saint Lucia’s Citizenship by Investment (Amendment) Act No. 22 of 2025 introduced section 36A, restricting a citizen from changing their name within 5 years of the issue of the certificate of registration, subject to specified exceptions. Acquiring citizenship should not be treated as permission to select a different name or spelling and immediately obtain a passport in it.[1]

The starting point is the certificate’s issue date. Submission of the citizenship application, approval in principle and passport collection are different events.

Exceptions depend on a legal reason and evidence

The Act provides exceptions for a change legally required because of marriage, divorce, adoption or legitimisation, supported by the specified certified court order, adoption decree or marriage or divorce certificate. It also addresses changes required for security under witness-protection, anti-trafficking or comparable programmes, with certification from the competent authority.[1]

The provision separately refers to clerical or transliteration matters involving the Unit or another competent authority. A discrepancy requiring correction should therefore be distinguished from a personal wish to choose a new name. The occurrence of a marriage or another qualifying event does not automatically update every identity record.

Notify the Unit before a passport application

Section 36A requires a citizen who changes their name after the certificate of registration has been issued to notify the Citizenship by Investment Unit in writing before applying for a passport. The notice must be accompanied by a certified copy of the deed poll and the prescribed name-change due-diligence fee. After conducting the check, the Unit provides the result to the citizen and the Immigration Department.[1]

Where an exception is involved, the supporting evidence and notification documents should be confirmed for the actual procedure. A name-change document accepted in another country should not be assumed to dispense with Saint Lucia’s notification and screening requirements.

The process also matters after the 5-year restriction has ended. The notice and due-diligence provisions have their own scope; expiry of the initial period does not reduce the matter to a simple passport replacement.

Include the prescribed 2026 charges

S.I. 57 of 2026 lists a US$10,000 due-diligence charge for an applicant’s change of name and US$7,500 for each qualifying dependant over 16 in the name-change category.[2]

These are screening charges, not an inclusive price for legal documents, translation, certification and passport issuance. Payment does not override the 5-year restriction. Cases at the age boundary require confirmation: the published wording is “over 16”, rather than “16 and above”.

Keep the identity record continuous

A household dealing with a marriage, adoption or correction should be able to connect the original registration certificate and passport to the legal basis for the change and the later documents. Banks, schools and other institutions may each require their own record updates.

The order matters: establish the legal reason and procedure, then arrange the document changes. A continuous record and completed notification make a lawful change easier to explain during later travel and identity checks.
