Saint Lucia NEF citizenship: completing the steps after approval

Approval of a National Economic Fund application is followed by the contribution, the prescribed oath and citizenship registration. A passport requires a separate application. Each stage deserves its own documents and follow-up.

Read the approval before arranging the contribution

The official programme page places the qualifying NEF contribution after approval. Due diligence and processing fees paid with an application belong to an earlier stage.[1] On receiving a decision, check which family members it covers, the remaining conditions and the instructions for payment or additional documents.

Ask the authorised agent to translate those instructions into a family completion schedule, recording who handles each item, its due date and the evidence of completion. The public materials reviewed do not establish a single remittance deadline applicable to every NEF case. Use the decision and written instructions for the application, rather than a deadline belonging to another investment route.

Connect the payment to the application

The NEF route involves a contribution, which should be budgeted as expenditure. It does not create an asset to sell or redeem later. The minimum amount, additions for dependants and other charges should be reconciled with the formal instructions for the case.[1]

Before transferring funds, have the agent confirm the recipient, account, currency, amount and application reference. The sending bank can explain charges and any documentary requirements affecting the transfer. Bank account numbers are deliberately omitted here: payment instructions need to be current and independently checked when used.

Retain the transfer record and obtain confirmation that the money has been received and allocated to the relevant application. A bank accepting a transfer, the money arriving and the authority recognising payment are different milestones. A useful completion record connects all three.

Arrange the prescribed oath correctly

The 2017 amendment permits a successful applicant to sign the oath before an attorney-at-law, a Saint Lucian consular officer, an honorary consul, a Notary Royal or a Notary Public. The 2025 Act also provides for the prescribed oath or affirmation and the issue of a registration certificate once application requirements are satisfied.[3][4]

The programme publishes an official directory of oath and passport forms.[6] Before signing, confirm the current version, the person who must sign and the witnessing arrangements, particularly for dependants, children and execution abroad. An ordinary declaration prepared in advance should not be assumed to fulfil the prescribed requirement.

Track registration and passport applications separately

CIP distinguishes the registration certificate from the passport. After the certificate is issued, the authorised agent or another person authorised by the new citizen applies to the Immigration Department for the passport.[2] Check personal details on the certificate, then establish whether the passport application has actually been submitted.

A completed family contribution does not establish that every dependant’s oath, registration and passport paperwork is complete. Recording progress by person is more useful than a single statement that the family has been approved. It also makes an outstanding signature or document easier to identify.

Include the requirements introduced for 2026

SI 57 of 2026 requires successful applicants to provide biometric data. The 2025 Act’s residency and genuine-link provision takes effect from 1 January 2026.[4][5] Both belong in the same review of post-approval requirements.

The public documents reviewed do not settle each family’s collection location, booking procedure or the detailed implementation of residence and connection obligations. Obtain current instructions for the case. They do not support a blanket promise of an entirely remote process, nor the use of another country’s residence rules.

The practical purpose of a completion schedule is to turn the approval into documented actions. It should show when the contribution was paid, when registration was completed and when each passport is ready for use.
