Does Vanuatu citizenship by contribution include a diplomatic passport?
Citizenship approval, ordinary passports and diplomatic passports are handled by different authorities. A citizenship grant does not itself establish diplomatic-passport entitlement.
Citizenship certificates, ordinary passports and diplomatic passports have distinct responsible authorities. Citizenship approval alone does not establish diplomatic-passport entitlement.
Vanuatu’s contribution-based citizenship route should not be treated as a package that includes a diplomatic passport. In an official clarification concerning overseas marketing, the Citizenship Office and Commission says its mandate covers citizenship applications and citizenship certificates, not passport issuance.[1]
The statement addressed a controversy in 2025. This article checks the published clarification on 15 October 2026; it does not describe a new restriction introduced today.
Different documents have different issuing authorities
The statement assigns ordinary green passports to the Immigration and Passport Services under the Ministry of Internal Affairs. Diplomatic passports are handled by the Ministry of Foreign Affairs under its applicable rules.[1] A citizenship approval therefore cannot be treated as that ministry’s assessment of diplomatic-passport eligibility.
The published passport policy also requires diplomatic or official passport applicants to provide a letter explaining their entitlement, in addition to evidence of citizenship.[2]
A quotation should identify the actual document
If a service description offers a “premium passport” or “special channel”, ask for the formal document category, issuing authority, legal basis and explanation of the applicant’s eligibility. A passport image, colour or citizenship approval letter does not answer those questions.
This is a practical verification approach drawn from the official division of responsibilities, not a suggestion that diplomatic eligibility can be purchased.
Plan around documented eligibility
A family’s budget and travel arrangements should reflect documents it is actually eligible to obtain. Refer any diplomatic-passport promise to the responsible authority rather than assuming that the citizenship programme confirms it.[1] Written eligibility evidence and official procedures provide a firmer basis than an undefined promise of special treatment.
