Can citizenship acquired through Naoero’s programme be renounced?

For programme citizens, formal registration determines when voluntary renunciation takes effect.

Voluntary renunciation can be requested under section 22 of Naoero’s Economic and Climate Resilience Citizenship Act. Submitting a written declaration does not itself end citizenship. The Minister may cause the declaration to be entered in the register, and citizenship ceases from the registration date. This article concerns citizenship acquired under that programme law.[1]

Age and evidence of another nationality

Section 22 uses the age condition “over the age of 18 years”. An eligible person may make a written declaration to the Minister, who may decline registration if there is no evidence that the person is a citizen of another country.[1]

Preparation should therefore distinguish another nationality from permission to live abroad. A permanent residence card, long-term visa or pending citizenship application does not, by itself, prove that citizenship has already been acquired. Confirm the acceptable evidence with the competent authority.

Use the registered date for subsequent updates

Section 27 requires the register to record grants, renunciations and cancellations of citizenship, including the relevant dates. Keep the formal outcome and establish the effective date rather than relying on when a declaration was posted, received by an adviser or followed by passport expiry.[1]

For example, when another authority asks when citizenship ended, the registration record establishes the timeline. An estimated completion date or acknowledgement of an application should not be described as completed renunciation.

Travel documents are affected too

Under section 25, a person who renounces or loses citizenship through cancellation is no longer eligible to obtain or retain a travel document issued under the Passports Act. The responsible statutory official must immediately seize or cancel the document.[1] A later printed expiry date does not preserve its use after renunciation.

Before proceeding, identify travel, visa and identity records created using that passport and ask the relevant institutions how to update them. This is a practical record-management step, not an assurance that another country will automatically transfer an existing visa or residence permit.

Plan the other-nationality evidence, registered outcome and document handling together. The existence of a renunciation procedure does not mean that simply allowing a passport to expire changes citizenship.
