Grenada commissions an independent citizenship programme review

An announcement on 22 September 2026 set out an independent review of Grenada’s citizenship programme. For applicants, the first distinction is between programme research and assessment of an individual case.

A review of how the programme operates

Grenada’s Investment Migration Agency (IMA) commissioned Caribbean Analytics to conduct an independent programme review during September and October 2026, with an appropriate public summary to follow. The announcement concerns the programme as a whole, rather than a decision on a particular family’s application.[1]

That distinction matters. Research can inform a later discussion, but the decision to gather views does not itself amend eligibility. The 22 September announcement examined here does not announce a new investment threshold, a suspension of applications or a general extension of processing times. Those conclusions should not be inferred from the word “review”.

Notices concerning applications in progress

IMA’s published procedure assigns communication with the authority to the authorised local agent and includes documentary and background checks. Payment after approval in principle and subsequent registration also have their own stages.[2]

For a family with an application in progress, the practical question is whether its case has received a new document request, payment instruction or procedural notice. Keep programme news separately from correspondence on the application. If an agent says the review has changed the case timetable, ask which official notice supports that statement, whom it covers and when it applies.

Research invitations and application document requests

The announcement says field researchers do not collect identification numbers, payment details, money or documents.[1] A request for a passport or payment made in the name of this research should therefore be checked through independently verified IMA contact details or the family’s agent.

This does not remove genuine documentary obligations in a citizenship application. Research and case assessment serve different purposes. Check a request’s sender, content and connection to the application, rather than relying on a familiar logo or a plausible subject line.

The scope and timing of any policy changes

If new measures are announced, read them for three points: what changes, which applicants are covered and when the changes begin. Families already in the process should also look for transitional provisions. These details are what make a development usable for budgeting or planning.

Until then, the announcement establishes that the authority is evaluating its programme. It does not supply a new basis for predicting approval. Keeping the official announcement alongside the relevant case correspondence allows subsequent decisions to rest on identifiable evidence.
