Withdrawing from Grenada’s NTF citizenship process: which fees are non-refundable?

Before withdrawing, distinguish government fees, the NTF contribution and money held by an agent. The payment stage matters to any assessment of recovery.

IMA Grenada’s official FAQ states that fees are non-refundable if an applicant no longer wishes to complete the citizenship process. It separately identifies application, processing and due diligence fees as non-refundable. An NTF applicant should therefore not assume that paid fees become recoverable simply because citizenship has not yet been granted.[1]

An actual withdrawal also requires the different amounts in a quotation to be separated. Government fees, the National Transformation Fund contribution, professional service charges and money still held by an agent do not acquire the same character merely because they appear on one invoice.

Identify the charge and its payment status

The official FAQ establishes the government-fee principle. It does not settle every contractual dispute between an applicant and a service provider, or supply a universal refund procedure for all money held pending payment.[1]

Before withdrawing, request an itemised account showing each payment’s purpose, amount, recipient, date and supporting record. A quotation states an expected cost; a bank receipt records a transfer; a government receipt helps establish that a particular payment reached its intended stage. These records should reconcile.

For example, one transfer to an agent might cover several purposes. This is an illustration of how to examine an account, not a finding that a particular agent holds an unused balance. The total remitted cannot, by itself, establish an amount due back when an application is unfinished.

The NTF contribution has a distinct payment milestone

IMA’s published process states that a successful application is followed by a letter, delivered through the Authorised Local Agent, instructing the applicant to make the NTF contribution. Proof of payment then supports issuance of the citizenship registration certificate.[2]

This sequence helps establish the application’s stage. It does not promise that a contribution can be withdrawn at will. Nor should the general term “investment” make an NTF contribution appear to be a personal deposit with a maturity date and redemption right. Where a contribution has already been paid, obtain an answer addressing the actual application and payment rather than extrapolating from a general fees FAQ.

The FAQ also states that investment payments pass through the Authorised Local Agent’s escrow account before remittance to IMA. Money received by the agent and money remitted to the authority are different events. Account records and signed terms are needed to establish whether funds remain held and which release or return provisions apply.[1]

Record the decision and the resulting position

IMA assigns correspondence and queries after submission to the Authorised Local Agent. A withdrawal decision should be communicated through the existing authorised channel, with a request for written confirmation of the application’s status, outstanding actions and the basis for treating each payment.[2]

Ceasing to answer messages is not the same as obtaining a formal status confirmation. A service provider’s commercial refund also does not establish that government fees are refundable. Examining the application and the money separately makes the consequences of withdrawal clearer.

The same questions are useful before engagement. An intelligible fee breakdown, payment sequence and termination clause provide a stronger basis for a household decision than an unexplained all-inclusive price.
