Hong Kong New CIES 2026 portfolio: when does the seven-year lock-up start?

HKIC’s 12 October announcement sets the 2026 Capital Batch lock-up from 1 January 2027. Batch allocation, investment deployment and personal residence periods require separate checks.

HKIC’s announcement of 12 October 2026 sets a seven-year lock-up for the New Capital Investment Entrant Scheme Investment Portfolio’s 2026 Capital Batch, starting on 1 January 2027. That batch date is not simply the applicant’s approval, first-entry or permanent-residence application date.[1]

For cash-flow planning, first confirm which batch contains the investment and then read its documents. The appearance of seven-year periods in both investment and immigration rules does not make them the same clock.

Identify the portfolio allocation

New CIES requires at least HK$30 million of investment, including HK$3 million in the CIES Investment Portfolio (CIES IP) and at least HK$27 million in permissible investment assets under the scheme’s requirements. The two components have distinct operational rules.[3]

Rules about dividends, bond interest or switching financial intermediaries should therefore not be assumed to settle the timing of the HK$3 million portfolio allocation.

Confirm the batch and approval position

HKIC says the 2026 batch includes capital from applications received between 1 January and 31 December 2026 and approved by the relevant authorities during the applicable period. Its total size will be at least HK$4 billion, with investment expected to begin in the first quarter of 2027.[1]

Expected deployment is a future timetable, not evidence that investment has already been completed. Submission year alone also does not establish that an individual case has been approved or its capital allocated.

Keep the application-receipt record, approval documents and portfolio notices separately. Ask the responsible institution to confirm allocation against those records instead of deriving it solely from a calendar year.

Separate investment deployment from portfolio life

Section 3.4 of the asset-manager invitation specifies a managed portfolio of at least HK$400 million, capital fully invested within two years of establishment, and a seven-year portfolio life starting on 1 January 2027. The announcement describes the seven years as a lock-up.[1][2]

The two-year requirement concerns deployment by the manager. It does not mean that an investor can withdraw after two years. Equally, the seven-year description should not be converted into a promise of an automatic payment on a particular day.

Confirm distributions, repayment procedures and actual payment timing from the applicable investment documents and subsequent notices. These published parameters do not justify a capital-guarantee, fixed-return or automatic-redemption promise.

The October deadline concerned asset managers

The announcement’s 26 October 2026 deadline was for eligible institutions to submit asset-management proposals. It has passed as of this article’s review date. It was not a general closing date for individual New CIES applications.[1]

When reading a short news summary, identify both the intended audience and the action due. A procurement timetable should not be mistaken for an immigration application window.

Residence requirements remain separate

The Immigration Department separately addresses ordinary residence, permanent-resident status and unconditional stay. Reaching a portfolio milestone does not automatically establish personal permanent-residence eligibility.[4]

Maintain two records: investment documents and distribution notices on one side, and permission-to-stay and actual residence history on the other. They support related planning decisions, but one date cannot answer every question.
