A person who has acquired São Tomé and Príncipe citizenship may later be asked for a São Tomé criminal record certificate by an authority abroad. The first question is which version to request. The Directorate-General of Registries and Notaries, DGRN, lists a domestic-use category and a special category for use overseas, with different forms and supporting documents.[1][2]

This is a criminal record certificate; its contents should not be assumed to be a declaration of no convictions. Nor does acquiring São Tomé citizenship replace records that a foreign authority requires from another country.

Identify both the requester and the person concerned

The official forms directory supplies separate domestic and overseas forms. The overseas form is headed “CICC / MOD. ESP EXTERNO”. It first asks for the requester’s details and the purpose of the certificate, then identifies the person whose record is concerned, including their name, marital status, birth details, residence and parents.[2]

The corresponding service checklist requires the special application, a copy of the requester’s identity card, and a copy of the identity card or birth certificate of the person concerned. For domestic use, the listed documents are a copy of a valid identity card and the completed relevant form.[1]

Separate fields do not establish that anyone may obtain someone else’s record without authority. A family member or representative should confirm the authorisation, identification and signature requirements with the receiving office. A person requesting their own record should likewise follow the office’s instructions for both sections rather than assuming one can be omitted.

Overseas use does not settle validity or authentication

Use the form’s purpose field to explain the intended procedure. Obtaining the foreign authority’s document instructions first makes it easier to identify the certificate needed and reconcile the person’s name, date of birth and identity records.[2]

DGRN’s service page states a validity of 3 months for the criminal record certificate, but does not show a page-update date. Confirm the applicable validity when applying, as well as any separate issue-date requirement imposed by the authority abroad. The stated period is not a guarantee of acceptance in every foreign procedure.[1]

The overseas-use label also does not mean that legalisation, an apostille or translation has already been supplied. Establish those requirements separately for the destination and recipient before commissioning additional work.

Check the submission channel if you live abroad

DGRN lists the civil registration and identification service in São Tomé, the regional registration and notarial delegation in Príncipe, and specified service posts. Its institutional description assigns responsibility for issuing criminal record certificates to the Civil and Criminal Identification Centre, CICC.[1][3]

The Foreign Ministry has also described a document-processing service at São Tomé and Príncipe’s embassy in Portugal, including criminal record certificates for the diaspora. São Tomé citizens in Portugal can ask that embassy about the current procedure. The announcement does not establish equivalent services at every embassy or a self-service online application available from any country.[4]

For a newly naturalised family living overseas, the practical starting point is to explain which identity documents are held, whether the person will attend and whether a representative is involved. Once the right certificate is obtained, check its timing, translation and authentication against the requirements of the authority that will use it.
