Türkiye: first passport

Citizenship approval is followed by the practical task of obtaining a Turkish passport for each family member. Start with identity records, then confirm the application location and documents.

Connect the citizenship record to identity documents

Türkiye’s General Directorate of Population and Citizenship Affairs, NVI, lists an identity-card application following acquisition of citizenship as a separate procedure. Its checklist includes the citizenship notification, a recent biometric photograph and the relevant card fee, with an address registered in MERNIS before applying.[1] After approval, confirm each family member’s registration status and the next identity-document step with the handling authority.

The ordinary-passport checklist requires a Turkish identity card or temporary identity document.[2] Establish that the identity evidence accepted by the application centre is available. If the permanent card is still being produced, ask whether a temporary document has been issued and how to use it. An approval email alone should not be treated as a complete application file.

Check names, dates of birth and family details at this stage. Where the registered name differs from an earlier document, retain the official evidence connecting the records. This helps explain the identity history when another institution later needs to verify it.

Choose the application location and plan personal attendance

NVI lists provincial and district population offices for ordinary-passport applications within Türkiye, and Turkish missions for applications abroad.[2] The Ministry of Foreign Affairs’ consular portal identifies a new passport as a service requiring personal attendance after an appointment.[3] A family living abroad can first confirm eligibility to apply, booking procedures and current documents with the intended mission.

An adviser can help check paperwork and progress, but should not promise to replace the applicant at a stage requiring personal attendance. Before booking, check each person’s registration, identity evidence, photograph and availability. A family’s citizenship approval notice is not a notice that their passports are ready for collection.

Prepare a separate file for each child

NVI’s passport FAQ states that each person receives a separate passport; children are not added to a parent’s passport. Biometric photographs are required for every age group.[4] Give each child a separate document checklist rather than preparing only the principal applicant’s papers.

Consent from the legal representative also needs attention. NVI explains that consent can be given at the application centre when the legal representative attends; otherwise, the relevant formal consent document is required.[4] Where parents are separated or divorced, or a custody order exists, explain the circumstances in advance. Ask the authority whose consent is needed and what evidence it accepts, rather than assuming that another country’s passport procedure applies.

Check fees, collection and the issued document

The ordinary-passport checklist requires payment of the applicable passport and booklet fees before applying.[2] Check the current amount for each applicant and location. For an application abroad, confirm the payment method, currency and collection procedure with the mission. Confirm fees and expected timing for the actual application, and distinguish an estimate from a confirmed collection date.

Keep the application receipt and follow the authority’s instructions for tracking progress. On receipt, check the name, date of birth, photograph and expiry date, and report any discrepancy to the issuing authority. Once the passport is in hand and its details are correct, check destination requirements and booking information against the actual journey.
