Which Turkish passport charges can students avoid?
A student fee exemption concerns an ordinary passport; it does not create a new travel status.
The under-25 student route and the specific overseas-study route use different legal grounds. A passport-duty exemption does not remove the booklet charge or change the passport category.
Eligible Turkish citizen students can obtain an ordinary passport without paying passport duty, while still paying the booklet charge. The Nantes consulate’s April 2025 guidance explains the route for students under 25 who can establish current enrolment.[2] For children naturalised with a family, the relevant evidence concerns their own student status.
Age and enrolment both matter
The consular guidance addresses recognised school and higher-education study, including students applying abroad. Attendance at a general course, seminar or certificate programme does not automatically qualify as student status for this purpose.[2]
Confirm the institution and required enrolment evidence before applying. Recent acquisition of citizenship and eligibility for a student fee exemption are separate questions.
Overseas study has another legal basis
NVI’s FAQ separately addresses foreign study. The consular note explains that other provisions of Article 85 of the Fees Law remain available for specified overseas-study purposes, without the same age limit and subject to the relevant financial-authority approval.[1][2] Revenue guidance describes supporting study documents and the approval process.[3]
This does not mean that every student abroad over 25 automatically qualifies. The purpose, evidence and approving authority need to match the legal route. The general under-25 provision and the specific overseas-study provisions should not be collapsed into one unrestricted concession.
Match the evidence to the place of application
For under-25 students studying abroad but applying in Türkiye, the consular guidance describes evidence from the relevant overseas or education authority, or applicable apostilled enrolment documents translated by a sworn translator.[2] Confirm the acceptable route with the receiving office.
Check the requested validity period too. The general student guidance treats minors and adults differently, with adult fee-exempt validity linked to the 25th-birthday boundary.[2] Fee exemption and a ten-year passport should not be promised together as a universal outcome.
Separate the charges in the budget
List passport duty, the booklet charge and any applicable consular or delivery costs separately. Exemption from one charge does not make the application entirely free or turn an ordinary passport into an official or diplomatic one.
Provide the office with the student’s age, school location, enrolment status, intended application location and desired validity. These facts support a useful eligibility answer. This is an explanation of the available guidance, not a new October 2026 concession.
