A baby born to foreign residents in Dubai needs birth registration as well as individual identity and residence documentation. Dubai’s government gives residents 30 days to register the birth. Federal immigration law separately sets a 4-month period for the newborn’s identity documents and residence. Both run from birth, but they concern different obligations.[1][2]

Establish the birth record

Dubai’s guidance tells residents to obtain a signed and stamped hospital birth notification and apply online for a birth certificate. Its general checklist includes the parents’ passports and Emirates IDs, and a marriage contract attested by the Ministry of Foreign Affairs.[1]

The hospital notification, birth certificate and passport serve different purposes. Check names, dates and spellings before information passes into subsequent documents. Families whose circumstances fall outside the general checklist should establish the additional legal evidence with the responsible authority.

Complete identity and residence documentation

Article 12 of Federal Decree-Law No. 29 of 2021 requires a foreign parent whose baby is born in the UAE to obtain documents establishing the child’s identity under the parent’s home-country laws and procedures, and to confirm the newborn’s residence within 4 months of birth.[2]

A parent’s Golden Residence or the child’s birth certificate does not complete those individual procedures. Track the birth record, consular identity or travel-document application, and UAE residence application separately, so that completion of one is not mistaken for completion of all three.

The statutory period is 4 months; confirm its end date with the receiving authority using the child’s date of birth. Article 12 provides for a daily administrative fine after non-compliance, with the amount set separately by the Cabinet. Confirm the applicable amount against the authority’s current fee rules.[2]

Check departure requirements before travelling

GDRFA Dubai publishes a separate departure-permit procedure for newborns. Its service lists a passport, photograph, birth certificate and travel ticket, and requires the father’s personal attendance. Departure must take place within 7 days of the permit’s issue.[3]

That clock starts when the permit is issued, not when the baby is born. Before fixing a journey, establish which procedure and documents apply to the child. A departure permit is not approval for a later return as a resident.

These are Dubai birth-registration requirements, federal newborn obligations and a Dubai departure service. They do not determine nationality or guarantee approval under any residence category.
