Moving to Dubai: can you exchange your foreign driving licence?
Licence origin, nationality and vehicle category affect the exchange route. Golden Residence families should check the applicable RTA conditions before assuming a test or translation exemption.
An eligible issuing jurisdiction does not mean every holder qualifies for direct exchange. Check the relevant RTA branch individually.
Some foreign driving licences can be exchanged for a Dubai licence after the holder becomes a resident, but a valid overseas licence alone does not establish eligibility. RTA’s service distinguishes the issuing country or territory, the holder’s nationality, vehicle categories, translation requirements and whether the original licence must be surrendered.[1]
For a family relocating through property-based Golden Residence, driving deserves its own place in the relocation plan. Residence approval establishes immigration status; the transport authority separately determines the applicable licence route.
Read the conditions behind the country list
A Dubai Government announcement dated 20 January 2026 reported that RTA exchanged 58,082 foreign licences during 2025, covering 57 recognised issuing countries. Those figures describe the programme’s coverage at the time. They are not an individual approval or a permanently fixed October 2026 eligibility list.[2]
Article 11 of the federal traffic law connects foreign-licence exchange to recognised-country decisions and the terms of relevant agreements or memoranda of understanding. The current RTA entry applicable to the individual is therefore the practical reference for an application.[3]
Check nationality alongside licence origin. RTA’s tables impose nationality restrictions for some issuing jurisdictions and broader eligibility for others. Finding a country’s name is not enough to conclude that every licence issued there receives identical treatment.[1]
Choose the correct application branch first
RTA separates situations including Dubai-issued residence, residence issued in another emirate, diplomats and certain cases where the licence origin differs from nationality. A person whose residence was issued elsewhere should not simply adopt the short document list for a Dubai resident.[1]
Relevant resident branches identify a valid Emirates ID, an electronic eye-test result and the original foreign licence among the core documents. Depending on the case, translation, verification of licence information, or knowledge and road tests may also apply.[1]
| Item | What to establish |
|---|---|
| Existing licence | Issuing jurisdiction, validity and vehicle category |
| Licence holder | Nationality, residence-issuing emirate and applicable branch |
| Additional conditions | Translation, verification, surrender or testing requirements |
Members of the same household may hold licences from different jurisdictions. Even if they share the same broad residence category, the principal applicant’s exchange outcome should not be assumed to apply to a spouse or adult child.
Check translation and original-document requirements together
Dubai’s official living guide explains that additional consular documents or translations can be required for licence conversion. RTA’s current service provides more specific conditions by issuing jurisdiction and requires the licence being exchanged to remain valid.[1][4]
Establish the required language, certification and application branch before commissioning documents. Translating everything in advance can still leave a file that does not meet the applicable form of proof. If the original licence is close to expiry, confirm that its validity will cover the expected process.
Visitor driving and resident licensing are separate questions
Dubai’s official guide discusses tourist car rental using national licences and, where applicable, international driving documents separately from resident conversion. A previous rental while visiting does not establish an indefinite right to use the same documents after relocating.[4]
For school transport, commuting or a vehicle purchase, allow a transition period that does not depend on immediate independent driving. Service times displayed by RTA refer to relevant processing steps; they should not be read as instant issuance before documents, eye testing or required tests are complete.[1]
A person-by-person licence record gives the family a useful preparation tool: who can apply for exchange, who needs further evidence or testing, and which points require confirmation from RTA. That connects the licensing process with the household’s actual arrival plans.
