Malaysia’s Federal MM2H Programme: Categories, Residence and Renewal
A practical guide to the Silver, Gold and Platinum categories, connecting deposits and housing with family eligibility, time in Malaysia and renewals.
Housing and other requirements also apply. The programme term is not the validity of a single endorsement.
Malaysia’s federal Malaysia My Second Home programme provides a renewable long-term residence arrangement. Silver, Gold and Platinum differ in their financial requirements, programme terms and permitted activities. The most useful way to choose between them is to begin with the life the family intends to lead in Malaysia.[1][2][3]
This guide covers those 3 federal categories. The SEZ/SFZ category, Sarawak’s programme and Sabah’s programme have their own conditions. Requirements from one cannot simply be carried across to another.[1]
Choose a category around intended activities
The minimum age for a principal applicant in Silver, Gold or Platinum is 25. Applications are submitted through a licensed MM2H operator. Immigration matters and final approval fall within the Ministry of Home Affairs through the Immigration Department, while the tourism ministry administers the programme within its remit.[1]
| Requirement | Silver | Gold | Platinum |
|---|---|---|---|
| Fixed deposit | US$150,000 | US$500,000 | US$1 million |
| Minimum residential purchase | RM600,000 | RM1 million | RM2 million |
| Programme term | 5 years, renewable | 15 years, renewable | 20 years, renewable |
| One-off participation fee | RM1,000 | RM3,000 | RM200,000 |
The figures represent different kinds of commitment. A fixed deposit is restricted capital, a home is an asset, and the participation fee is expenditure. Processing, visa, medical, insurance and professional costs must be budgeted separately.[2][3][4][6]
The category pages mark business and investment activities and career opportunities as unavailable under Silver and Gold, and permissible under Platinum. A family planning employment or business activity should resolve that distinction before choosing a category, then establish the further employment, professional or registration requirements for the proposed activity.[2][3][4][6]
Coordinate the deposit with the housing purchase
After approval, up to 50% of the principal fixed deposit may be withdrawn for permitted property, education, medical and tourism expenditure in Malaysia. That is an authorised-use provision, rather than unrestricted access to half the account. The official withdrawal checklist includes the approval letter, deposit and bank records, and evidence related to the expenditure.[1][5]
Participants must purchase and retain a residential property under the programme. Selling is generally prohibited for 10 years, with an exception for upgrading to a higher-value residence. Silver’s initial 5-year programme term is therefore shorter than the stated housing restriction. The end of the first programme period should not be treated as automatic permission to sell.[1][2]
The cash-flow plan needs to cover the initial deposit, the housing transaction and any period before an authorised withdrawal has been completed. Immediately deducting the maximum possible withdrawal from the amount needed to purchase a home can understate the liquidity required during implementation. The property transaction must also meet the applicable local acquisition requirements.
Plan the household and time in Malaysia together
Dependants may include a spouse; biological, adopted or stepchildren under 21; children aged 21 to 34 who remain unmarried and unemployed while in Malaysia; and parents or parents-in-law. Medically certified children with disabilities are not subject to an age limit. An adult child’s plans to begin work should therefore be considered before relying on continued dependant status.[1]
The current category overview distinguishes the stay requirement by age. For a principal aged 25 to 49, the requirement is 90 cumulative days a year, which may be fulfilled by the principal and/or spouse and dependants. It states that participants aged 50 and above have no minimum stay requirement. Some individual category pages retain a more general 90-day statement; a family should confirm the basis applied in its approval conditions.[1][4]
Programme attendance and tax residence answer different questions. Actual presence, sources of income and the relevant tax legislation require their own assessment. A short statement about tax benefits on a programme page is not sufficient to establish a particular household’s tax position.
Distinguish the programme term from document validity
The principal and dependants must undergo the required medical examination at an appointed clinic or hospital after programme approval. Insurance should be assessed against the current checklist for the procedure and age concerned. An exemption in one checklist should not be extended to every stage of participation.[1][5]
A 15-year Gold or 20-year Platinum programme term does not mean that a single endorsement necessarily lasts for the whole period. The guidelines describe renewal of the sticker pass every 5 years or according to passport validity. A passport that expires earlier requires the relevant endorsement-transfer or renewal arrangements.[1][5]
That distinction matters for family travel. A child’s passport may need attention earlier than the parents’ documents, even though the household remains within its approved programme period.
Include renewal and exit in the original plan
Renewal after the programme term involves updated documents such as a valid passport, medical report and insurance. The official renewal checklist also calls for fixed-deposit evidence and bank confirmation. Maintaining the financial conditions is an ongoing task, rather than a test completed only at entry.[1][5]
If a household decides to leave the programme, termination and access to the fixed deposit need to be addressed through the prescribed procedures. MOTAC publishes separate checklists for termination and withdrawal. Ending participation, cancelling an endorsement and obtaining freely available bank funds should not be assumed to happen in one step.[5]
Federal MM2H is most useful when the category’s activity permissions, the housing commitment and the family’s likely pattern of life fit together. The minimum investment figures help define that choice, but do not make it on the family’s behalf.
