Malaysia My Second Home (MM2H) participants are among the categories currently permitted to apply for foreign driving licence conversion through the Road Transport Department, JPJ. The document being converted must be a domestic licence issued abroad; an International Driving Permit is not a substitute. This is a separate step for families planning to drive after moving to Malaysia.[1]

Check both immigration and driving documents

The MM2H checklist requires the original passport and a copy, permission with at least 90 days remaining on the application date, and an MM2H confirmation letter from Immigration. The foreign licence must also be valid when submitted, with its original and a copy.[2]

If the issuing country is not the applicant’s country of origin, evidence of presence there during the licence’s validity is additionally required. Ask the state JPJ office which evidence fits your residence and licensing history before assembling the file.[2]

Obtain the original licence evidence

The forms are JPJL1 and Appendix B2. Supporting licence evidence is an original embassy confirmation or an original driving record or extract from the issuing transport authority. The checklist generally gives documents a one-year validity unless otherwise specified.[2]

A useful preparation method is to separate evidence of MM2H eligibility from evidence of the foreign licence. Raise differences in names or document numbers before submission, so the office can identify which records belong to the same person.

Attend in person and check the resulting licence

Apply in person at a state JPJ office. MM2H applications cannot be filed online or by a representative. The FAQ lists 30 working days from application, an RM20 processing charge and RM120 for a two-year probationary licence, PDL. Confirm actual processing and payment instructions with the receiving office.[1]

A PDL is normally issued; a competent driving licence, CDL, is reserved for particular cases. The FAQ also requires holders of licences from non-contracting countries to attend the KPP01 driver education course after approval. Have JPJ confirm the country classification and any course or test requirements for your case.[1]

Coordinate the office visit with the remaining validity of your permission and the time needed to obtain licence records. MM2H approval and receiving a Malaysian driving licence are different milestones in a relocation plan.
